5 Steps to Build High-Converting Outbound Campaign Lists (That Actually Work)

Are your outbound campaigns falling flat? Most companies waste thousands of dollars targeting the wrong prospects with generic messaging. The truth is, list targeting isn't just "important”, it is the cornerstone of your strategy.

After managing hundreds of successful outbound campaigns and generating over 1,000 qualified sales meetings, I’ve discovered that segmentation is the single biggest factor separating campaigns that generate 6-figure revenue from those that get no results.

Today I’ll show you my proven 5-step process for building highly-targeted outbound lists that convert at 3-5× the industry average. Follow this workflow, and you'll be able to create laser-focused campaigns that speak directly to your ideal customers' specific pain points.

Step 1: Map Your Total Addressable Market (TAM)

Before diving into contacts, identify your entire universe of potential customers using:

  • Perplexity – Deep industry/company research

  • Company Level Niche Provider — Crunchbase / Google Maps / Builtwith / Store Leads

  • Find Companies — Clay

Step 2: Refine Your TAM

Leverage AI to filter down your TAM to define your ideal customer profile and top segments:

  • Use Claude & ChatGPT 4o to help identify key segmentation criteria (or talk to existing customers to understand why they bought).

  • Use ChatGPT 4o mini via Claygent to extract keywords from company website

  • Use Apify scrapers to find relevant data points (eg. running Facebook Ads, LinkedIn Ads, book a demo button, pricing page available on site)

  • Use formula in Clay to determine if a company is a good fit based on TAM research

Step 3: Company Level Personalization

Personalization strategy focuses on four proven approaches:

  • Notice something relevant with a value proposition that addresses specific pain points

  • Notice a problem they have and offer a targeted solution

  • Notice what competitors are doing with their service/product and highlight your advantage

  • Mention something they don't have (like noting they lack an interactive demo)

Reinforce these personalized approaches with:

  • Detailed insights on what prospects are currently working on

  • Relevant case studies that demonstrate similar success stories

Step 4: Export Data & Get the People

This is where targeting transforms into actual prospects:

  • Find prospect contact data in Apollo

  • Use Claygent to find contact info on company page

  • Use Claygent to find relevant prospect and enrich email address with Icypeas

  • Waterfall enrichment inside Clay to find increase email address data coverage

  • Validate emails with Million Verifier

Step 5: Develop Main Value Propositions

Create compelling messaging that speaks directly to each segment:

  • Use Deep research to develop unique value propositions for each target group

  • Align copy with specific pain points and motivations

  • Test variations across segments

The beauty of this workflow is its scalability. It does require upfront investment in research and segmentation, but if you nail it, you will have a repeatable system that consistently delivers qualified prospects who are genuinely interested in what you offer.
